Serrano Vitorino is charged with five counts of first degree murder. Prosecutors allege he killed four men in Kansas City, Kansas, and then fled to Missouri, where he killed another man before being captured.The lawsuit was filed on behalf of the father of one of the Kansas victims, Austin Harter, The Kansas City Star reported .Serrano Vitorino was deported to Mexico after he was convicted of a felony in 2003. Immigration and Customs Enforcement could have detained him when he was arrested in 2014 and 2015.After his 2014 arrest in Kansas for battery, Wyandotte County jail officials notified ICE he was in custody. But Serrano Vitorino was released after the federal agency didn’t send an agent to the jail, according to the lawsuit. He was arrested later that year drunken driving in Coffey County, Kansas, but the lawsuit doesn’t say if ICE was notified.Serrano Vitorino was fingerprinted in Overland Park Municipal Court in September 2015 after he was cited for traffic infractions. ICE officials asked that he be held in custody but sent the paperwork to a different jail in Johnson County, Kansas, the lawsuit contends. He was once again released from custody.The alleged failure of ICE to follow proper procedures “provided the means for a convicted felon who was illegally in the country, but in custody, to be released and kill Austin and the four other victims,” according to the lawsuit. “These deaths were foreseeable and preventable had the ICE officials, officers and/or agents involved simply followed the laws, regulations and/or procedures,

which they were required to uphold.”ICE spokesman Shawn Neudauer said Tuesday that the agency doesn’t comment on pending litigation, but added that “lack of comment should not be construed as agreement with or stipulation to any of the allegations.”Serrano Vitorino is jailed in St. Louis awaiting trial on a first degree murder charge in the death of Randy Nordman, of New Florence, Missouri. He is charged in Kansas in the deaths of Harter, Clint Harter, Mike Capps and Jeremy Waters.Serrano Vitorina has pleaded not guilty. Missouri prosecutors are seeking the death penalty. The first full length Ghost album ‘Opus Eponymous’, a daringly beautiful combination of satanic rock music with an almost unthinkable pop sensibility, is to be released on 18th October 2010. It is understood and agreed that Rise Above Ltd will invest heavily in areas such as magazine advertising and retail marketing and employ the services of music publicity specialists in order to expose the music of Ghost to the wider public. Specific attention will be paid to targeting people (research suggests these are most likely to be adolescents) who have a void in their life, perhaps caused by some form of emotional trauma or upset, that can be filled by the music and philosophies of Ghost.

Hyundai Motor will hire Volkswagen Group veteran Luc Donckerwolke to succeed Peter Schreyer as head of design for the Hyundai and Kia brands, a report said.

Hyundai declined to comment on the report but Automotive News Europe sources confirmed that the Belgian designer quit as styling chief at VW Group’s Bentley brand earlier this month to take up the “offer of a lifetime” at Hyundai.

Like Schreyer, Donckerwolke, 49, worked as a designer for Audi during his 23 year career with VW and was also head of design at the group’s Lamborghini and Seat brands.

During his time at Volkswagen, Donckerwolke was responsible for the designs of the Audi R8 Le Mans, as well as the Lamborghini Murcielago and Lamborghini Gallardo.

Donckerwolke will move to Korea and after a transition period will take over the top design job when Schreyer, who turns 63 next month, retires in two years, the report said.

known as the creative brain behind the Audi TT, was promoted in 2013 to oversee both Kia and Hyundai’s designs. He was tasked with giving the Hyundai brand a fresh, familywide look, as he did at Kia after being hired as the brand’s top designer from VW Group in 2006.

Schreyer is due to retire in two years.

Schreyer said at the time that he would give the sibling brands more distinct identities in what he called a “dramatic evolution.”

A Hyundai spokesman told Automotive News Europe: “We do not comment on speculation concerning potential appointments.”

Donckerwolke made headlines at the New York auto show in late March, when he slammed the design of the freshly revealed 2016 Lincoln Continental, sarcastically asking on Facebook: you want us to send you the product tooling? comment, reported by Car Design News, was considered by Lincoln head designer, David Woodhouse.
